To help individuals receiving assistance under means-tested welfare programs obtain self-sufficiency, to provide information on total spending on means-tested welfare programs, to provide an overall spending limit on means-tested welfare programs, and for other purposes.

These actions would result in harsh new requirements on recipients of on anti-poverty programs such as the Supplemental Nutrition Assistance (SNAP) program and the Temporary Assistance for Needy Families (TANF) program, as well as reduce funding for federal housing assistance through transforming it into a block grant.
